The agreement aims to bolster cooperation to combat document fraud and transnational crime

August 1, 2026: The U.S. Consulate General in Porto Alegre, through the Diplomatic Security Service (DSS), formalized a strategic partnership this Saturday with the Public Prosecutor’s Office of the State of Santa Catarina (MPSC). The Memorandum of Understanding, signed by U.S. Consul General Jason Green and MPSC Prosecutor General Vanessa Wendhausen Cavallazzi, establishes a framework for technical and operational cooperation to strengthen efforts to combat identity-related crimes and travel document fraud. 
The agreement underscores a shared commitment to addressing the threat of transnational criminal organizations, with a focus on cooperation in investigations of illicit activities in which document fraud serves as a gateway for more serious crimes. It also includes the exchange of information and evidence within legal mutual assistance frameworks and provides for training programs designed to enhance the technical capabilities of security personnel. 

For Consul General Jason Green and Robert Salvatore (HSP) integration is the most effective tool against modern crime. “Crime knows no borders, and this memorandum of understanding allows us to act with greater precision. The exchange of best practices and integrated planning with the Santa Catarina Public Prosecutor’s Office ensures that fraudulent documents are not used as a shield for impunity,” Green said. 
“We aim to strengthen our capabilities in preventing and combating money laundering, as well as in asset recovery. To this end, the United States has opened its doors, not only through the Consulate, but also at the national level, to facilitate information exchange and provide training programs for our prosecutors. Today is a very positive day, as converging interests come together to chart a path that benefits the people of Santa Catarina,” Prosecutor Cavallazzi said.
